Yes you can. To be on the waiting list, you would just sign up for the event. You will not be asked to pay, you will only be told that it is sold out and would you like to be notified should a spot become available. This way you are in priority sequence on the list.
On the site it reads "meet up to 25 (or 15, or 10 depending on event) people. Does this mean I might only meet 5 singles?
